This one basically amounted to a memory lapse here on my end. The ftp
user's home directory was set to /var/ftp. By default, the shutdown
directive is set to /etc/ftpd. Thus, the ftpshut command will want to write
the file to /etc/ftpd w/in the ftp user's home directory. Since that
directory didn't' exist as I stated, thus the error. I've modified the
directive to reflect how I want it to be. Many thanks to the respondent who
put me on the right track!
