The suggestions  pointed to setting the following kernel parameters 

set rlim_fd_cur = 1024
set rlim_fd_max = 2048

And looking at the following docs..

Thx for all your help.. Now that I know to change the required kernel parameters, I can do that and change the db_files parameter in Oracle to prevent the error in the alert_log..
