reposted SUMMARY permissions changing "by themselves"

Sorry all, I got ahead of myself and did not include a
subject line in my summary. My bad.

I had written:

No obvious answer here. There are no cron jobs causing
it. 

I will identify when it is happening by tripwiring the
affected directories and look closely at their
practices to see when it is happening. I am quite sure
it is a user feature.

Also, I will contact another group responsible for
legato backups to see if they have any bizarre post
processing directives implemented.

Any other suggestions still welcome.
