REPLY FROM CASPER:

Tty devices are all mode 666 until allocated (they're safely allocated
and chown/chmod'ed)

The BSD pty devices are less safe but seldom used.

Device permissions are governed through install (/var/sadm/install/contents)
and /etc/minor_perm.
