OK, on second attempt I had gone to sendmail 8.11.6 with an m4 generated
cf file. Mail from clients upgraded to 8.11.6 with a client m4 generated
cf file worked OK, mail from 4.1.3_U1 and Sol 2.4 clients using 8.8.8
still failed, so a better situation than first attempt.
I was getting the "config error: mail loops back to me (MX problem?)"
error message but couldn't see a problem with our DNS setup.

Final answer was a configuration problem, my original, touched as little as
possible, client cf files were setting $j to domainname, rather than
host.domainname. Although OK with 8.8.8, 8.11.6 server barfed on this.

Kudos to

for getting it spot on and thanks also

Basically I have been modifying generated by-hand .cf files for
server and clients some years now as and when our mail routing
grew more complicated. This was the first time I had bothered to use m4
generated cf files.
Since the error was reported as a config error from the hub server I was
misled into looking at MX config etc on the server rather than an error
in my older client cf file. Should have learnt a lesson long ago that
playing with sendmail configs by hand is _not_ the way to go.

Thanks,
  Stuart
