John : You should be able to put code in the /etc/profile file that simply
checks to see if someone is on your network.  You can do a "who am i" and
get their IP address and restrict outside users access to your system.

Kacem : try a tcpwrapper and edit
 /etc/hosts.deny and /etc/hosts.allow to allow and deny  services like
telenet rsh ..
in your sshd_config you can allow login for External users  with
AllowUsers   or AllowGroups  options
For logout you can use a cronjob to change the sshd_config file and send
a HUP signal to sshd and
to logout the external users
