Thanks to "Evans, Tim" <Tim_Evans@troweprice.com>, my misunderstanding has
been corrected.

It's silly to patch the image, because the image is just a mini-root.  The
only way to ensure a proper install of the recommended patch cluster is to
leave it as a post-install project for the finish script.
