SUMMARY: Strange happenings with startup/shutdown scripts

Many thanks to everybody that took the time and effort to reply,
particularly Matt Santimore, John Julian, Mark McManus, Darren Dunham & Sal
Serafino.

The problem was that as well as putting the K* scripts in /etc/rc0.d
/etc/rc1.d /etc/rc2.d /etc/rcS.d  I'd also put them into /etc/rc3.d, and
both the Kill and Start scripts do not get ran until the system enters the
relevant run level, so you need to ensure that the kill scripts are in a
different level to the Start scripts.

Another point that is worth mentioning, is that the reboot command does not
work in the same way as shutdown.  Reboot will not run any of the rc scripts
on shutdown - You probably already knew this, but it had me doubting my
sanity for a while!!
