I had actually intentionally not used the -V flag under the (incorrect) assumption that since this was a swap partition I should not use it. Wrong. I recreated swappool/swapdev with the -V option to zfs create and the /dev/zvol/dsik devices are now there. Thanks to more individuals than I can count.
