that's seemed to sorted the problem!

LANG=en_GB.ISO8859-1	<= in UK

LC_ALL=C
LC_COLLATE=en_US.ISO8859-1
LC_CTYPE=en_US.ISO8859-1
LC_MESSAGES=C
LC_MONETARY=en_US.ISO8859-1
LC_NUMERIC=en_US.ISO8859-1
LC_TIME=en_US.ISO8859-1

problem was /etc/default/init files was copied from other system.

[demime 0.99c.7 removed an attachment of type application/octet-stream which had a name of Min Tint (E-mail) (E-mail).vcf]
