Summary: root can't cd into a directory owned by root

The directory is on an NFS mount with restrictions/improper setup.

and From Tim P:

        1) directory is on a NFS-mounted partition (with no special privileges
        for "root") so "root" gets mapped to "nobody" which so no
        permission to cd into that directory.

        2) filesystem corruption
