Thanks to all who responded to my post. The directory with problems was a
mounted filesystem. The underlying mount point had the incorrect
permissions. I overlooked the fact that mounted filesystems inherited the
permissions of their mount points on the file system. The solution was a
simple umount, chown, mountall. Thanks again.
