I contacted Sun Microsystems. Here's the solution from them:

DETAIL DESCRIPTION:

dlt4700, error -destination component full.
This error occurs when trying to label the second tape.

SOLUTION SUMMARY:

Some of the early dlt4700 autoloaders have an incorrect setting in their
firmware that causes errors when used with storage management applications
such as Solstice Backup/Networker.

The error occurs during tape unload operations. The firmware in the tape
drive will automatically load the next tape into the internal tape drive.
Since the application knows nothing of this operation, and does not expect
it to occur, the application faults with an error of "destination full".
        
        1) Obtain binary dlt_seq_bit (obtain from Sun)
        2) Execute the command to modify the dlt4700 device firmware
             example: # dlt_seq_bit /dev/rmt/#
