The unanimous reply was to set the file permissions for passwd executable to:

-r-sr-sr-x 3 root sys

The passwd program needs to be setuid root to work properly.

By mistake,I had changed the ownerships to 'bin'. I restored the
ownership and permissions and the problem was rectified.
