Received several replies, thanks to you all. I decided on using ACLs, not
being able to find any way around the cd constraint or any other
implementations of a restricted shell that would allow some cd-ing. This is
working fine. We NFS-mount directories from several different platform at the
same level and SCLs successfully disallow the certain group of users from
getting anywhere on any of the NFS mounted dirs.
