Q1: Is there a way to set the resolver timeout
    somewhere?

Q2: Can the resolver be configured
    to query all servers in resolv.conf and take
    the first answer returned?

There has been one answer from Karls Vogel
(vogelke@c17mis.region2.wpafb.af.mil):

   Do you have nscd (name-server cacheing daemon) running? If so, you
   might be able to tweak that in such a way as to avoid most of those
   lookups to begin with.

not to focus on the DNS-resolver.
