Thanks to the following for their responses (hope I didn't forget anyone):

"Robert T. Clift" <rclift@nswc.navy.mil>
Russ Poffenberger <poffen@San-Jose.ate.slb.com>
JOSEPH AAJ Chackompally <AAJ@necsin.nec.com.sg>
Aleksandar Milivojevic <alex@srce.hr>
James Kwong <kwong@solar.acast.nova.edu>
"Peter L. Berghold" <berghold@tcg.com>
"Karl E. Vogel" <vogelke@c17mis.region2.wpafb.af.mil>
David Thorburn-Gundlach <david@bae.uga.edu>

Although the general concensus is to do more in the way of preventative
maintenance, I still didn't really get an answer to the gist of the
question which basically was:

Can a process be run in a cron or at startup even with a 0-length passwd
file ?
