Many of you pointed out that the syntax of the lines I had originally inserted into /etc/system was wrong.
It was also pointed out that I need to do a boot -r or touch /reconfigure for reconfiguration.
I was informed that the IPC system is not initialized until a request for shared memory was made.
It was shown that if I use the forceload command in /etc/system, it will force the kernel to update the parameters.
