I received many responses on a wide variety of formatters
(written in sh, C, perl, etc) ...
The most useful information center was:
www.w3.org/hypertext/WWW/Tools
This has links to many different filters/formatters.
man2html did exactly what I wanted (its freeware and written in C).
(Converted the already formatted man page into html).
RosettaMan is nicer, is too powerful for my current needs.
