My query:

How do I globally provide a PATH variable to all users in a CDE
environment? For both /bin/sh and /bin/csh users?

Thanks to Mike Roberts for the answer.

Copy /usr/dt/config/Xconfig to /etc/dt/config and modify. Note that local
.dtprofile files can be used to override global settings. Read the
comments in the various configuration files in /usr/dt/config. "X Window
System Administrator's Guide" from O'Reilly recommended.
