My original question: How can a system interface be made available
without rebooting?

Answer: Everyone basically replied with RTFM.

To make the interface available to the system issue> ifconfig le2
plumb <followed by ifconfig le2 xxx.xxx.xxx.xxx netmask
xxx.xxx.xxx.xxx up.
