ANSWER:

   You used tar, cpio, or restore in /tmp that contained a "." with
   the bogus permissions.

CONFESSIONS:

   It's true... It's true... As the root user I used "tar xvf file.tar"
   while I was in /tmp. And ka-boom! went my permissions.
