Answer one:
  at /usr/sbin (for Unix) or /usr/lib/ppp (for linux), there are ppp-off
and ppp-on scripts.

Answer two:
  for Unix machine, do a 'ps' to find out the pid of pppd, and kill it.

Answers I got from Linux news group:
  from /var/run, get ppp0.pid, kill that pid and remove ppp0.pid.
  `cat AT0+++ > /dev/modem`
