Does anybody out there know of a Public Domain utility that will
allow a SunOS 4.1.x Sparc II to read and write Mac diskettes???

You can't if they have been done in Mac format. Have the Mac create
PC disks if you can.

The problem is the recording format - PC and Sun floppies do CAV (constant
angular velocity - same number of sectors per track on whole disk) and Mac
floppies by default do CLV (constant linear velocity - number of sectors
per track varies as you go in, but linear oxide per bit stays the same)
which can't be read.
