The problem turned out the /var/spool/mail directory had the wrong
protections.
The information received consisted of:
1. Check to make sure that /usr/lib/sendmail is mode 4555 and is owned
by root.
2. If you look at /var/spool/mail/steve you will probably see the
mailbox does not belong to steve but to root.
