The overwhelming answer was "get sox". Honorable mention to ulaw.

sox/SoundKit did the trick. The intent is to have another generic
toolkit, ala pbmplus and company - A Good Thing. It was also kind
of fun putting the echo on our voice prompts - definitely livened up
the weekend (pppppllllleeeaaaasseeee iiiinnnnsssseerrrttt tttaaaapppeeee... :-)
You can also lie about the rate conversion to do crude pitch shifting...
