Thanks to all who responded. Of the various options suggested, I
opted for the solution suggested by Ian_MacPhedran@engr.usask.ca.
This involved making /home/quota mode 640, in a new group (called
"quotas" for lack of anything original), and placed
/usr/lib/fs/ufs/quota in that same group with setgid privileges. This
meets my needs for letting ordinary users see their own quota, but
not other peoples, since the quota program won't divulge other users
quota info.
