Well, I got a lot quick response. Assume there is no question about changing
local file system. For the remote site, the answer was depend on ftpd server.
Debbie Heller (deb@atwc.teradyne.com) and Jim Davis (jdavis@cs.arizona.edu)
mentioned that wuarchive ftpd available via anony ftp would be able to do
remote file permission change. Debbie also gave me a detailed command list
and examples.
