My original query asked where the unreported memory was being
used in a SPARC 2 with 64 MB of memory, running 4.1.3.

Several helpful suggestion were put forward, Hal Stern also
sent a paper describing where the memory was being used.
However the best answer which came from several people was to
use the tool "vmpage" available via ftp from several places,
qiclab.scn.rain.com in /pub/sun/vmoage.sh.Z was one.
On the machine in question vmpage produces the following,
# vmpage
vmpage: all results in decimal pages
physmem 16358, startup 979, maxmem 15379, pageable 14675
scanned 15610, locked 221, kept 714, cached 14484, free 191
This shows all the memory usages. The place, of course, where memory
is used mostly on any NFS server in in disk cache. Memory pages are
4098 bytes.
