Both pointed me in the right direction with their explanations of what
different parts of my setup of CAP were responsible for. I determined
that my aarpd was not starting up correctly, so I got the fully
patched version of CAP 6.0 from:

ftp.uu.net:/systems/mac/cap/cap60.pl100.tar.Z

(before, I had an unpatched version) and re-installed. Voila! It
worked automagically.
