Thanks to Antony Pavlenko, David Jenkins and blade39 for their replies.

Basically, for VxVM 4.x I was on the right track. Delete (or move) the
license key file in /etc/vx/licenses/lic.

Afterwards, however, it's recommended to run "vxdctl license init" to get
vxconfigd to rescan the licenses, and then confirm that the permanent
licenses are still there with vxlicrep.

Apparently we've had some issues with VxVM licenses in the past.
Unfortunately, I haven't been able to find a procedure for removing one. The
OS is Solaris 8, and it's running VxVM 4.0. There is a valid permanent
license, as well as a temporary license key for another feature set. Letting
the license expire is not an option for reasons beyond my control.

Is it just a matter of deleting /etc/vx/licenses/lic/LICENSE_KEY.vxlic and
verifying that the permanent license is still valid with vxlicrep?
