"NO UCE " points me in the right direction:

Our Nameserver was NOT doing reverse name resolution for the IP address 
0.0.0.0

Now the TSM server still asks for a hostname for 0.0.0.0 (seems to be 
normal) but our nameserver replys to this request immediately.

I've a strange problem with one of our TSM Servers:

dsmadmc waits at least about 60 seconds after entering the userid before
it prompts for the password. After that we can use dsmadmc normal but from
time to time there's again a pause before it executes a command.

Doing a snoop we found, that the machine sends the following requests to
our nameserver (tsmarz.akabank.de is the TSM Server, cobalt1.akabank.de/
194.127.238.28 is the nameserver) while starting dsmadmc:

If we remove the entries from /etc/resolv.conf everything works fine.
