The following did do the trick.

	cd apache_1.3.27
	export CFLAGS="-I /usr/local/BerkeleyDB.3.3/include"
	export LDFLAGS="-L /usr/local/BerkeleyDB.3.3/lib -R 
/usr/local/BerkeleyDB.3.3/lib"
	./configure --prefix=/usr/local/apache --enable-module=all 
--enable-shared=max --enable-rule=EAPI --with-layout=Apache
	make
	make install
