Many thanks to everyone else who followed up after my initial summary. I have got a resolution. The getent command was missing. I added that executable and groupadd worked as expected...i.e. incrementing the GID. Strangely enough, useradd worked just fine without getent. Many thanks to Capser Dik for the suggestion!
