Well, this turned out to be easier than I thought.  Thank you all for
your help.  I had the majority of the work done, I just forgot a step.

The Answer: (I was forgetting to plumb)

ifconfig hme0:1 plumb
ifconfig hme0:1 <ip> netmask <netmask> broadcast <broadcast or + if you
want it to guess>
ifconfig hme0:1 up

to make permanent, add 'name' for new IP address to /etc/hosts.
Put this name in /etc/hostname.hme0:1
Make sure there is an entry in /etc/netmasks for the subnet.
