Summury:changing TZ without reboot ?

Hello everybody ,
thnaks to Darren Dunham & gabriel rosenkoetter

I had two replies , both suggested that TZ is read by init which is pid 1
which cannot be restarted without reboot or without chaining init state .

the original message was :

Is it possible to change the TZ , TIMEZONE environment variable without reboot.
I tried changing it in /etc/TIMEZONE file. also I tried to set the TZ
variable to the new value.
but that seem not sufficient.
