The problem appears to be as Per Arthur's email:

If I had to guess, and this is all pure speculation on my part, it's that
the 'network' thing predates CIDR and is not netmask compliant. I would
test it by changing it to 169.172.0.0 (it's a class B). This obviously
won't help you with your jumpstarts, but it will test it for you. If that
works, then you can only give old-stlye 'networks' as values for the
keyword. I note that the example in the manual uses a class C address
(192.43.34.0). Good luck..

That appears to be confirmed by Ronald:

I'm not sure why Sun doesn't admit it, but the failure of the "network" key
word is a "known" bug -- at least around here. Sorry, but I have no
workaround to offer you. It does the same thing with Solaris 7, too. I
have not yet checked in Solaris 8.

The confirmation or test of the CIDR speculation was probably made clear by
Simon who uses the Network key word as advertised by sun on a CLASS C with
standard netmask (255.255.255.0

Maybe you're right about the CIDR stuff, I doing this now with a
S8 6/00 system and my rule file is similar:

network 10.15.51.0 - profile/sa-400 finish/sa-400.sh

This works great and we're using the network 10. as a class C
(netmask 255.255.255.0).

Matthew pointed out that I might be mis-using the network option. However,
I checked with SUN and the Advertised use on the "Solaris Advanced
Installation Guide" is the correct one. The Network option does work but
only on Class A, B, and C domains with standard Netmaks.

OK, there we have it. The problem is that the "network " key word does not
work on CIDR networks. The solution is for me to use the "hostname" option
and do ONE SYSTEM AT THE TIME.
