Ok, it was a dumb mistake. I should have looked in /dev/pts not at
/dev/pty*. Thanks to David Evans.

You should be looking in /dev/pts/*. i.e.
ls /dev/pts/* | wc -l

as ptys are for bsd style programs. More details are in Casper Dik's
