Thanks for all replays( I got more than 15 replays, could not list all of them). I 
would especially thanks whoever suggested using proftpd, that works for my case.
I had a little problems at begining when I configued proftpd with "DefaultRoot",
I would like to share with you.
In my passwd file I have entry:
t1:x:105:20:training1:/chroot/./export/users/t/a-m/t1:/bin/chrsh
If I defined "DefaultRoot /chroot/export"
user t1 default login dirs became /chroot/export instead of  
/export/users/t/a-m/t1.
if I do not define DefaultRoot, then use could go really system root /
If I defined "DefaultRoot ~" which was what I expected, but I have a links under 
user's home directory which out of chrooted.
DefaultRoot does not across "/./"
So finally I have to defined "DefaultRoot /chroot" which is ok with us.
Thansk again for all responses.
BY the way, The solution has nothing to do with anonymous ftp. wu-ftp wokrs find 
with anonymous chrooted. I am mentioning this since some responses misunderstood my 
questions.

does any one has experiences of setting up ftp under chroot?
How you can make ftp read $CHROOT/etc/passwd instead of reading /etc/passwd? 
Change the source code? ot other ways?
