Possible solutions are

1. Use mktime which gives you the interface of mktime(2) to shell.

2. Use GNU date and do date -d "last Monday"
3. Use Perl script to do the trickB
4. Set the TZ to simulate the date within the script
5. Use a object created using a C-code.
