Thanks to all who replied.Michael J. Connolly hit it on the head
 concerning links in the tmp directory. The standard response was to
 run "/etc/init.d/lp start" but ofcourse I had already tried that. The
 corrective action that cleared the error was the removal of a link
 pointing to a tmp directory for my old host name. Recently this host
 was reconfiged with a new name and had left remanants in the
 /var/spool/lp directory. Prior to deleting this link I completed the
 steps below which were listed on Suns site. I Hope this is useful to
 others in the future.

SYNOPSIS: lpsched will not start or is disabled
DETAIL DESCRIPTION:

When a user tries to run any LP print service commands, error messages
indicate that the scheduler is not running.

Trying to start the scheduler by running /usr/lib/lp/lpsched,
results in the message:

Printing Services Started

but then issuing:

lpstat -r

reults in a message saying that the scheduler isn't running.

Possibilities:
--------------

 1. No "lp" userid is defined on the system or lpsched is not running:

     If the userid "lp" is not defined, the lpsched daemon will not
     start. Check the /etc/passwd and /etc/shadow files for "lp".
     If "lp" does not exist, add the following entry to /etc/passwd:

       lp::71:8:0000-lp(0000):/usr/spool/lp:

     Type pwconv at the prompt. The entry in /etc/passwd should now
     look like this:

       lp:x:71:8:0000-lp(0000):/usr/spool/lp:

     and the entry in /etc/shadow should look similar to this:

       lp:NP:6445::::::

       (the 6445 entry may be different)

 2. lpsched had trouble renaming some temp files in the
    /var/spool/lp/tmp/<system_name> directory:

    Deleting some temp files in the /var/spool/lp/tmp/<system_name>
    directory usually fixes the problem.

 3. Scheduler dies and won't restart because the lock file exists:

    Remove the SCHEDLOCK file under /var/spool/lp

    Now try starting /usr/lib/lp/lpsched.
