SUMMARY: sendmail errors

My original messages:

I get this message maybe once every couple of months and spent some time
tracking but came up empty handed. Does anyone know what it means? I am on
a Sparc 10 running 4.1.3.

This is in /var/log/syslog:
Dec 10 15:42:26 appsdev sendmail[1842]: NOQUEUE: SYSERR: cannot
chdir(/usr/spool/mqueue): Permission denied
