Thanks everyone!  If I've missed someone, I apologize!
The fix was to remove the -s in the inetd.conf line that runs tftpd in 
secure mode.  So my line now looks like:
tftp   dgram   udp     wait    root    /usr/sbin/in.tftpd      in.tftpd 
/tftpboot
I re-HUP'd inetd, and this did the trick!
