There were a number of different answers to my query. Thanks to everyone
who replied.
SOLUTION:
I ended up writing my own program with the help of Tim Shoppa
(shoppa@alph02.triumf.ca). This program (dostape) reads DOS-11/RSTS-E tapes
on a Solaris 2.5 machine in much the same way vmsbackup reads files from a
VMSBACKUP format tape.

Other suggestions:
1. Some pointed me at vmsbackup, which is fine for VMSBACKUP tapes, but
does not read DOS-11/RSTS-E tapes.
2. A couple of others offered to read the tapes for me, but we didn't
really want to ship the tapes to the US.
