That didn't take long. About an hour ago I asked

The upshot is that this not very useful error message is just trying
to tell me that I'm out of ptys, not that the device doesn't exist.
I've edited my /etc/system file to add the line "set pt_cnt=256",
so the next time I reboot the machine (with a reconfigure, of course)
I'll have 256 ptys instead of the system default 48.
