Answer:
This seems to be a common problem with Networker - most likely because
it is undocumented :) The problem is that the indexes save as 'level 9'
backups. If you go to media -> pools on the GUI menu, click on whatever
pool your saving to, then in the levels section, ensure that 9 in checked.

PURPOSE
This Technical Bulletin provides examples of how to configure media pools
for daily and offsite backups. It applies to SunOS, Solaris, AIX, and SCO
systems running NetWorker release 4.0.2 and above for UNIX.
The examples in this bulletin describe how to separate full backups
to a full pool, incremental backups to an incremental pool,
and offsite backups to an offsite pool. Follow the steps below.
1. Login to the NetWorker server as root and bring up
NetWorker in an expert mode (In ver 4.0.2 it is networker -x
and under 4.1.x and above versions it is networker, view details).
2. Create three label templates, using the Templates window.
full_template
(Make these selections - Fields: server, full, 001-999; Separator: .)
incr_template
(Make these selections - Fields: server, incr, 001-999; Separator: .)
offsite_template
(Make these selections - Fields: server, offsite, 001-999; Separator: .)
3. Create two schedules, using the Schedules window.
daily_schd
Select fulls and incrementals depending on the volume of data at your site
offsite_schd
Skip the backup on all days except the full backup on the day you want the
offsite full backup.
4. Create two groups, using the Groups window.
Configure the groups so that the offsite group overrides the
schedule for the daily group. In other words, the offsite group has
precedence over the daily group.
daily_grp
Enable it and leave the Schedule field blank.
offsite_grp
Enable it and enter "offsite_schd" into the Schedule field.
5. Create three pools, using the Pools window.
The levels are very important when you are configuring the pools.
If the pools are not configured properly then the backups may end
up in a Default pool and you may see messages similar to "NetWorker
media:
(waiting) backup to pool `Default' waiting for 1 writable backup tape."
full_pool
Select the following values for the full_pool:
group: daily_grp
label template: full_template
level: full
incr_pool
Select the following values for the incr_pool
group: daily_grp
label template: incr_template
level: incr, 9
(level 9 means the indexes are always backed at level=9 for incremental backups)
offsite_pool:
Select the following values for the offsite_pool
group: offsite_grp
label template: offsite_template
level: DO NOT SELECT ANY LEVEL
In the above example media pools are configured based on groups.
That is, clients are associated with groups, and groups are associated to
pools.
In this way you can send your daily level backups to incr_pool and your full
backups to full_pool and the offsite backups to offsite_pool.
