Could someone point me to documentation on how to set up the network time daemon and services "xntpd" in a NIS+ environment.

Thats the canonical distribution for xntpd (latest version is 3.5b, I
believe.)

Can't help you with the NIS+ part, but I'm building 3.5b right now and it
doesn't seem to have anything to do with my NIS installation, so I doubt
it'll interact with your NIS+ at all.
