SUMMARY: obscure "arp" message

I got many replies and all pointed to the same thing, that a machine in
a local domain was misconfigured. I have a local network in my
subdomain (anat.umsmed.edu) for which I am responsible. It turne out
that the systems administrator of umsmed.edu was installing a set of
PCs to the network and had fired them up without properly setting up
the hardware.

The addresses I couldn't figure out "c02a6505" and "c02aac32" are in
hexidecimal (I didn't realize that) and are 192.42.172.5 and
192.42.172.50, respectively.
